“Children in difficult circumstances” as highlighted in EFA Goal 2 in Pakistan are specifically those who fall under the label of working children and street children. A major part of this report focuses on assessing the relevance of education which is as important an issue as access in analyzing the participation – or lack thereof – of children, especially with regard to disadvantaged groups such as girls and working children.
