A provincial measure that has sought
to increase the enrollment of both working children and the girl children is the
promulgation of the Ordinance for Compulsory Primary Education that makes it
mandatory for parents and guardians to enroll children of age 5-11 in schools.
Free provision of education should
predictably have a positive impact on enrollment rates in the short run. In the
long run however, the effect of the subsidy can only be gauged by comparing the
effect on enrollment with the fluctuations in dropout rates and retention rates.
While poverty and the need to assist
in augmenting the family income may be a major reason for the significant
dropout rates, another major factor is the issue of relevance – or lack thereof
– of education currently being imparted in public schools.
