The Dakar Framework for Action,
“Education for All: Meeting our Collective Commitments” on 26-28 April 2000,
emerged from an extensive evaluation of education called the Education for All (EFA)
2000 Assessment. Called for by the World Conference of Education for All, the
forum revolved around national assessment reports that produced a comprehensive
account of the state of basic education around the world. Each country assessed
its progress towards the goals of Jomtien and reported its findings at 6
regional conferences during 1999-2000 which were collated to form regional
frameworks.
The Dakar Framework establishes 6
major EFA goals and outlines 12 strategies informed by the experience of the 10
year period following Jomtien. The strategies towards these goals emphasized a
rights based approach to education as outlined in the Universal Declaration of
Human Rights. The Dakar Framework of Action stated that “no countries seriously
committed to education for all will be thwarted in their achievement of this
goal by a lack of resources” and committed developing countries to prepare a
national plan for education by the year 2002.
