SPEIP II will offer partnership to the approximately 300 schools supported in the first phase of SPEIP on the condition that they agree to be evaluated according to the assessment framework of the Quality Assurance Resource Center (QARC), a pioneering institute dedicated to assessing the educational and institutional quality of schools in the public, community and private sectors. - Registered as private school. - Willing to providing good quality learning and growth opportunities to all at low cost. - Low cost. Monthly fee must be less then Rs.500. - A minimum enrollment of 75 students at the primary level. Especially flexible towards promoting female education. - Should be possessing SMCs/PTAs or willing to establish and work with SMCs/PTAs in order to ensure parental and community involvement in learning and education. - Willing to conduct participatory monitoring and evaluation for classrooms and schools and will support the introduction of Quality Assurance Reviews and Certification. - Should be situated within the districts of Khairpur, Dadu, Thatta, Badin & Karachi.
Renowned educationists and practitioners are increasingly of the view there can be no improvement in the quality of education unless the institutional capabilities and capacities of the schools are not strengthened. In fact the failure of educational reforms and schools is a direct result of inefficient management and organizational structures and underdeveloped institutional and managerial capacity. It is, therefore, imperative to significantly improve the managerial and institutional strengths throughout the education system, particularly at the school level. In this regard SPEIP will provide opportunities of systemic and holistic institutional development to partner schools in order to improve their institutional and educational quality.
Extensive capacity building of newly established SMCs will be undertaken in the areas of school development and management with the aim of:
- Facilitating the SMCs to effectively undertake school development planning in schools through a series of two day trainings.
- Collectively developing a framework for learning and institutional support for schools
- Reflecting on current activities and mandate of the newly formed SMCs.
Comprehensive monitoring and follow-up exercise will also be carried out in order to assess the efficacy of SPEIP I interventions in institutional development with the aim of:
- Gathering data on institutional development and quality advancement indicators.
- Providing learning support to schools which will entail discussions, reflections and observations on pedagogical practices to help teachers enrich the learning environment.
In the firm conviction that the most essential purpose of the education system should be to promote and deliver quality education, SPEIP aims at significantly improving the quality of education in partner schools. The focus of the program will be holistic in nature rather then remaining narrowly focused on piecemeal interventions and certain segments of schooling. SPEIP will ensure this through an intense emphasis on strengthening and improving the quality of education through rethinking and reviewing pedagogical practices and content, and by supporting and enriching existing good learning practices. Extensive qualitative support to partner schools will be provided by the Quality Assurance Resource Center as per the quality assessment framework which will allow schools to constantly review their performance vis-à-vis various quality dimensions with an aim of constantly improving their institutional and educational quality.
Training of teachers for enrichment of the learning environment and effective implementation of child centered pedagogy in schools. The training will entail the following:
- Refresher of reflective, participatory and child-centered teaching-learning processes.
- In-depth understanding and classroom application of the multiple intelligence concept
- Framework development for academic aspects of school development plan.
To complement this, regular learning support visits will be conducted in order to monitor and assess the impact of teacher trainings, provide on-site training to teachers and observe children’s progress in classrooms.
Comprehensive research studies will be carried out in order to explore and examine the different aspects of the project and themes of public-partnership. The findings of the studies will be shared with partner schools and other stakeholders with an aim improving existing practices and enriching implementation frameworks from the school to the policy level.
Effective institutional management requires meaningful internal reviews and assessment exercises. Only through undergoing such exercises can institutions undertake systematic and reflective reforms for continual advancement. However, most schools operate in a system where there are no mechanisms for formative review, reflection and research, which is why, continuous reviews and consolidation of management and pedagogical practices will be one of the major aims of SPEIP. In order to achieve this aim, SPEIP will introduce a pioneering concept of Quality Assurance Reviews which will be conducted through its partner institution, Quality Assurance Resource Center.
