Pakistan is among the signatories of the Millennium Development Goals (MDGs) as well as the Dakar World Education Forum 2000. The objectives of these programs focus on three goals, namely "the universal access to primary education by increasing the net enrolment and higher rate of survival of children till grade 5, increase in the adult literacy rate and to attain gender equality at all levels." Needless to say, such goals remain elusive owing to the severe problems besetting both the public and the private sectors.
