SEF’s advocacy efforts continually aim to establish linkages that would enrich the work of the Foundation and ensure sustainainability of efforts and SEF’s growth as a viable organization not only in the province but also across the country.
 
 
 
 
Application Verification Survey under IELP
The Integrated Education Learning Program (IELP) is one the latest schemes of SEF which aims to establish greater public private partnerships for increasing access to and improving the quality of educational (primary, elementary and secondary) services for children across the province of Sindh. Through provision of per-child fee subsidy to school operators, the program aims to encourage the private sector to assist the government in addressing quality and access issues in education.

The application dissemination for IELP was initiated in early 2010 in two rounds. Thousands of applications from new and existing private schools owners were received from across the Sindh province. Initial short-listing for verification survey was carried out by SEF against the selection criteria published in the newspapers. Field verification was undertaken through third party from 27th May to 9th June 2010 to finalize 1200 applications to be supported under IELP. Evaluation of existing schools was carried out based on schools infrastructure, students’ enrollment and attendance, number of teachers, room size, income/expenditure details of the school, presence of learning resources and availability of drinking water and functional toilets, etc. For new schools application verification was undertaken based on infrastructure, room sizes, potential number of students, potential teachers, availability of toilet and drinking water, NoC from concerned department, etc. A Round 2 of verification will be undertaken if 1200 required applicants do not qualify in the first round.

Furthermore, a baseline survey was conducted from 2nd to 12th June 2010 to identify the current status of the 302 existing partner schools of SEF. These schools will be supported under the new program as well.
