Good institutional management requires systematic collection and use of information. Information must be useful for and made available to assist in policy making for the school. Most (low-quality) schools (both public and private sector) in Sindh operate in a system where there are no mechanisms for formative review, reflection and research. Continuous review and consolidation of management and pedagogical practices is one of the strongest prerequisite for strong learning organizations. Sustained programmatic efforts and initiatives are required to address the issue of lack of use of information, feedback and review. Quality Assurance Resource Center (QARC) will introduce such a program – Quality Assurance Certification. Certification for quality will be introduced for each school to provide a system of accountability for schools that are either suffering from poor management or are independent of management and administrative structures.
Guiding principals for Quality Assurance Certification will be as follows:
• It will support schools in evaluating and assessing their practices and outcomes to improve student learning
• It will contribute to the evaluation and assessment of services and programs which support schools
• It will strengthen accountability for quality of education in individual schools
• It will be planned and constructed to take account of the context of each school
To be highly effective, the Quality Assurance Certification will require well-developed structures within the school. These processes will need to focus on the development of shared understanding of school purpose, collegial staff development and will to change for the better for improved learning outcomes. Therefore, it will have to be ensured that necessary knowledge and skills are developed to provide maximum and direct benefit to the schools
