Working along the lines of establishing public-private partnerships in order to impart quality education, Support to Private Education Institution Programme (SPEIP) is an innovative scheme of the Sindh Education Foundation under the Public Sector Development Program which is striving to transform private schools into dynamic learning spaces for all. The Support to Private Education Institution Programme partners with low-cost private schools with strong willingness to improve their quality and develop as dynamic learning institutes. The program focuses towards designing quality oriented interventions to enhance the institutional, technical and human resource capacity of partner schools. Accountability vis-à-vis parents and communities is an essential part of the program. In addition, the program launches meaningful research projects to build models for low-cost and high quality institutions of learning.

SPEIP was initially launched in 2003 providing technical and infrastructural support to 300 partner schools in the districts of Karachi, Hyderabad, Khairpur, Dadu, Badin and Thatta. The second phase with an implementing period from August 2007 to June 2008 builds upon the previous strengths of the program and will allow for further institutional strengthening and quality advancement of schools through the introduction of Quality Assurance Reviews. Quality Reviews will be conducted by the Quality Assurance Resource Centre another initiative of the Foundation where a quality assessment framework is being developed which will provide schools a system to constantly review their performance vis-à-vis various quality dimensions.
